He didn't know he could use PS until Hashirama told him the story. He used it without previous training/attempts at it. That was one the spot.

Chibaku Tensei used on Kaguya was actually cast by Hagoromo, which was channeled via Sun/Moon seals on Naruto/Sasuke.

Sasuke never had previous training with Chibaku Tensei, he only knew it was possible. He learned it to do it himself on the spot.

Only a part of it was extracted. Thirdly, all the chakra of the 9 Bijuus wasn't used in the attack. Only a portion of it was used and the remaining chakra got wasted after the clash of Indra's Arrow and the supercharged Bijuudama Rasenshurikens since the vessel holding them (Susanoo) got destroyed. Fourthly, the Bijuus were just an alternative source of chakra which Sasuke used to compensate for his lacking Six Paths chakra because he was extremely low on or completely out of Six Paths chakra, and because of that he couldn't create his most powerful Susanoo (known as BijuuPS) or use his most powerful technique (Indra's Arrow), so he acquired the Bijuus chakra to use them since its equally as potent as his Six Paths chakra.

And he endowed Sasuke with that chakra (the Six Paths chakra I was referring to which rivals the Bijuus). So in that sense, Sasuke does "naturally" possess chakra rivaling the Bijuus since it's in Sasuke's permanent possession now.

On his deathbed, Hagoromo split that chakra into 9 bijuu. He no longer possesses that much chakra.

He only gave Naruto and Sasuke sage's chakra which has special properties. How much he gave to both is never specified, but it's not equivalent to the Juubi. Secondly, he would have distributed it equally, which means Naruto would still have a superior chakra pool enhanced from the other Bijuu.
