So can any Uchiha use Izanami and Izanagi?

In the latest chapter Itachi says Uchiha's eyes have the power to use izanagi and izanami, so does that mean any Uchiha can use Izanami and Izanagi?

I think only the strongest Uchihas will be able to do that. I mean it's like with the Mangekyou Sharingan: in theory every Uchiha should be able to have that, but in reality only a few achieved that. Same with Susanoo (sorry if it's spelled wrong, can't remember the right spelling)
So in theory they should be able to use it, but in reality it's a whole other story. At least that's what I think. I could be wrong of course

Because obviously there's something you have to do in order to use it hence Itachi saying it's already prepared. You guys seem to misunderstand what I'm saying. I'm simply saying are all Uchiha's eyes capable of using Izanami and Izanagi? That seems to be what Itachi was saying in the recent chapter.

You need Rinnegan and Senju powers ( Like MAdara has ) to use Izanagi without loosing eyes.. And you need Senju powers and Sharingan to use Izanagi with getting your eye closed.. Guys Izanagi REQUIRES Senju, don't denie that only because of Itachi.. You don't know how he will use it..

The thing about kinjutsu is that most people don't know how to use them (or just aren't capable enough - that is, don't have the skill or chakra)

Yep any uchiha that has awakened the sharingan has the ability to use it but they must learn how to. Its not like susanoo where you can awaken it and learn how to use it by yourself with experience.

If you have knowledge about it's existence then most likely yeah but you might also need some heavy requirements to perform it, hence why Itachi may have said "its already prepared".
