You completely missed the entire point of the concept of what intelligence is. You threw in "power", then used that against Shikamaru to then determine that he lost. Please re-evaluate your post.

Shikamaru. He defeated someone who supposedly couldn't die, and he did so alone. It was also the most clever victory in Naruto imo. He didn't even use a special one shot jutsu or anything. He beat him with a well thought out trap.

I would say Itachi, but Itachi always had help in the victories that we saw, and his plans involved the help of someone else, so he wasn't using just his power

**Edit** Nevermind I read your thread again and I see that you made power just as important as intellect (which I don't understand because you are asking who is the smartest fighter not strongest) but you are the OP so I'll follow your rules. If you take in power along with intelligence, then Minato is the "smartest" fighter according to your rules.

Minato the fact that he stood at the top of the shinobi world (during his era) without somthing like sharingan or blood line limit like Uchiha or senju wil prove that,,i dnt think Itachi would get near to Minato's level with out sharingan & Uchiha's blood line.........
