If there's Itachi then there has to be Minato.. vise versa I'd add Sasuke maybe 6th honestly .. depends on what he does in boruto manga

I'd say Tobirama is among the smartest in the series to be honest, then comes the Nara Clan. Smart is a vague term. If your talking about battle strategy Shikimaru takes the cake. Pure Knowledge would be SO6P. Plot Control would be Itachi or Orochimaru.
