Naruto arsenal is the same... Rasengan was formed in place of a TBB by Minato so... yeah doesn't matter if it was a TBB or rasengan. Same concept, different explosion.

Shikimaru is the smartest. People who say Itachi failed to realize that he wasn't smart enough to predict the destructive path he would set for Sasuke by leaving him alive to seek revenge. If we're strictly talking intellect, Shikimaru's #1. He only lacks the combative skills do display his intelligence on a battle field like Naruto or Sasuke.

Tobirama bar none. I would laugh at anyone who puts anyone above him or at the same tier. This guy has a multi-faceted intelligence.

Strategy and battle smarts go to Itachi, Sasuke, Madara and Shikaku.

Medical knowledge goes to Orochimaru, Kabuto and Tsunade.

Honourable mentions are Kakashi and Neji.

No idea. The guy has pretty mediocre feats. Same goes for Shikamaru. Heck, he admitted that Sasuke was superior.

Pretty much. The only individual I see on Itachi's tier of intelligence is Tobirama, dude was a genius. The rest rank under them.
