Smartest character in Naruto?

My list:

1.Orochimaru/Kabuto(seriously created a dimension, many jutsu, immortality, an entire uchiha, etc.)


2. Third Hokage (Jutsu wise and battle wise and wisdom wise)

3. Itachi/Minato (Minato is so high only because he doesn't have any special thing such as sharingan or power boost to increase his ingeniousness..created the rasengan which is based off of bijuu strongest attack the second youngest hokage ever and he's battle smart *solo'd third war*)​

4. Tobirama (Creating multiple common jutsu today doesn't mean he's the smartest, but he's smart)

5. Madara (he's smart, but not like outstandingly smart like I would consider these guys)
