Deidara wins. Naruto can sense the mines with SM, and he would likely be able to avoid most, if any, damage from them with his durability and reactions in SM. Having the mines set up prior to the fight, allows Deidara to force SM Naruto back in the beginning of the fight. Deidara then uses this chance to summon his bird and take to the air. Even if Naruto summons Gamabunta in order to jump up toward Deidara, he gets hit with any of Deidara's projectiles in mid-air. Deidara can end this with C3 or C4 as Naruto doesn't have the Lightning Style to counter it.
Naruto's only chance would be to use his Shunshin in SM to hit Deidara directly in the beginning of the fight, but as Deidara has the mines set up already, this isn't likely to happen. Also, he could try to use FRS after jumping off Bunta in mid-air. The FRS would slice Deidara's bird in half, but he could probably jump off safely before the attack hits depending on the distance.
Naruto is also restricted in the amount of Kage Bunshin he can make, as the ones building up Senjutsu chakra interfere with the number he can summon; Naruto also would not have the time in this fight to Reverse Summon his SM clones with the scroll unless he had a clone perform the technique.
