Well, i say Jiraiya cuz if he punches the clone he can use frog Kata to hit it even if it dodges and then use the toad sages genjutsu on the weakened Mizukage and if he uses the clam genjutsu, he can use Ma's tongue sense of smell to track it and the Mizukage, it can't fake its scent since in a similar genjusu used by the First Hokage which can only be broken by attacking the caster, the Third Hokage tracked him by scent. and then use a really large Rasengan to kill it, then use the Toad Sages genjutsu to capture the Mizukage gaining victory.

How long even with ma and pa frog by jiraiya's side realise that they are fighting genjutsu.

After their first attacks go right through trollkage, ma finds mizukage the same way she found chameleon.
Or they just use frog song which makes hiding irrelevant.
Or they summon gamabunta and burn the entire area down.
