@bold, hell no. Hirudora is omni-directional [Shinra Tensei is on a completely different scale than Hirudora. The blast that sent the toads flying is the same size as the one that destroyed the village. Also, Hirudora is in only one direction and so it can't repel three frogs coming from different directions all at once. If Gai uses Hirudora, Jiraiya can use a boss toad as a meat shield (the toad would at least absorb the blow and protect Jiraiya, seeing as a weakened Kisame tanked it head on with no permanent damage.) Then Jiraiya can just summon another toad and Gai is now exhausted.

Jiraiya can't use a boss toad as a meat shield, first of all, that's against his character and certainly against his morals, considering these toads have a conscious and aren't just weapons used for battle, and secondly, if Jiraiya did try that, he die along with the boss toad, bearing in mind that Hirudora's range is big and the boss toad isn't going to absorb the entire blast. I've already addressed the Kisame part in an earlier post.Jiraiya isn't beating 7G Gai.
After using 5 Gates and up, the technique inflicts pain upon the user. Orochimaru had to dismember his own arm to get out of Itachi's genjutsu. So what kind of pain does Gai have to inflict on himself to even hope to get out. He'll have to injure himself which is not good for Gai because he has to rely on Taijutsu.
