Jiraiya beats him. Especially since they can use any tech that they have. Danzo has a terrible Izanagi that he used for defense (which was such a waste of chakra and sharingan eyes). When it comes to battle, Danzo isn't very smart seeing as Sasuke outsmarted him, someone who was 70 something years old and had all the battle experience in the world. I just don't see Danzo coming close to beating him.

danzos only chance would be to catch jiraiya in shisuis genjutsu. but jiraiya is aware he must not look in his eye. i think jiraiya takes this one mid difficulity

Danzo easily.

Kotoamatsukami will control jiraiya and Danzo will make jiraiya rip Ma and pa off his shoulders and bite their legs off.

No eye contact is needed for Kotoamatsukami to be used on a target.
