SO6P already had the Juubi's powers from birth, gonna make a thread on this. Also, he created the moon while on his deathbed. Don't tell me otherwise when the manga has stated this a couple of times.
When Kaguya at that fruit, she became a god. She essentially became the Juubi's jinchuuriki without becoming it's jinchuuriki. That's because she had a part of the Juubi within her and from what we've seen from the current chapters is that the Juubi's power lies within the fruit so she gained access to the Juubi's powers. Anyway, she gave birth to Hagoromo. Now look at the similarities between Hagoromo & Juubito:

Due to Kaguya, Hagoromo gained access to the Juubi's powers and this is further supported by the fact that Juubito looks a lot like Hagoromo (the horns and the symbols on the back). Also, the staff. The staff created by Juubito was from his Yin/Yang release and Hagoromo had that exact same staff. From all this, I've concluded that Hagoromo had access to CoAT and Juubito's Onmyoudon due to Kaguya eating the fruit that contained the Juubi's powers. Hagoromo was no regular human from birth.

what you said is correct but my main point is SO6P before becoming Juubi jinchuriki most likely had limitations for his COAT since he has a faaaaaaaaaaaar less chakra and power than his prime.
