On the possibility of being Shino, as it was stated, Shino is mostly a stationary fighter. He's been in few fights for us to really judge.

Fighting Zaku and "Tobi" he was stationary. Fighting Kankuro he was fast enough to dodge a poison-tipped dagger at close range.

Probably Shino due to long range. Or ıno not being a 1 vs 1 type.

Tenten is not slow; she had 3,5 in databook speed (fastest girl in k11), and keeping up with her teammates who are among the fastest people in Konoha.

If using Databook speed for Tenten, you should check Ino's and Shino's. Ino's is 2.5 and Shino's is 3.

So Ino is equal to Shikamaru and Hinata, and faster than Choji. Shino is faster than all four and only a .5 slower than Tenten.

sakura easily, just look at the juubi needles the rest of the kh11 dodged while she needed Kakashi to rescue her. thereby she is the slowest member of the KH11
