Tenten is not slow; she had 3,5 in databook speed (fastest girl in k11), and keeping up with her teammates who are among the fastest people in Konoha.

Lee - obvious
Sasuke - reflexes (sharingan)
Hinata/Neji - vision (byakugan)
Kiba - his taijutsu prob needs him to be fast

Choji seems fast in butterfly mode

rest seems average/slow

Slowest has got to be Ino or Shikamaru. They're techniques don't require them to move much since they are long-range.
