None of Pain's summons are as large or fast as Manda II. Also Manda II was able to poison and tip over(with the help of Deidara) the giant turtle island, See how large the summon is.

Poison dude. Manda II was able to pump enough potent poison to incapacitate a turtle the size of a large island. Manda could just take out the other summons and poison the dog to stop it.
