The rope is called a Shimenawa and the Paper Strips (Triangles) are called Shide. When a Shimenawa is tied around any naturally existing object to convert it into a Shrine and invite spritual entities (God, Good luck, Spirits etc). This object is called Yorishiro. Maybe because he couldn't, the juubi was complete when they fought it and maybe it was hard as hell to try to seal something that was complete, madara took the juubi when it was incomplete same for obito they took it when it was not concious. and it was only natural for the sons to take the mothers burden but wait kaguya has been hinted to be in the juubi as madara was talking to her/it
