In real life during civil revolutionary era we had Activist and Radicals The latter who had worked in the dark to eliminate who they thought was the cause of Racism. Namely White people in governmental postions, but they were flawed because racism had become apart of life for normal people.
Like how in one piece. Normal people looked down on Fishmen. Even in the collusiem pirates and low lives and the crow alike all had disdain for Hack. In real life the people that were the cause of the change was the other group
Activist people who had displayed good nature. Not all activist were non-violent or upstanding people but they showed people that were bystanding in real life that the scum they despised was actaully no different than themselves. Like Fish Man tiger. A pirate. He liberated more slaves and brought Fishmen and Humans closer than all the people that burned down government buildings because they changed hearts of the bystanders.

I said Revolutionaries want a revolution clearly as Dragon has said a ton of times he wants to change the world (and it's systems).
To the normal One Piece citizen (this includes Koala) the Revolutionaries are doing more to change the world than a group of pirates so if her goal is to change something she would side with the Revolutionaries, not a group of 9 people who to the world go round stealing treasure. To use, the readers, we know the Straw Hats don't do this, in fact they do change the world and it's ways accidentally, Luffy especially, but the readers (us) and the people in One Piece (Koala, regular citizens, fodder) don't know what we know. It's called dramatic irony bro.
