Even in databook stats, since base Naruto fighting before VOTE 2 hasn't been seen in real action until before SM acquisition, whereas sasuke base has shown better capabilities, since Naruto constantly relies on kurama or SM which isn't bad but he doesn't spend time in base whereas sasuke almost always is

Naruto's clones and rasenshuriken against Base Sasuke's arsenal,superior battle skills and intellect is like putting Skypeia arc Luffy versus Prime Whitebeard.In other words, it's not even a competition.Base Naruto is a one dimensional character who only has close range ninjutsu and inferior taijutsu skills to Sasuke.How exactly is Base Naruto going to defeat an opponent who has mastery of all ranges of jutsus, superior battle skills and strategic ability , along with speed and reflexes(thanks to the sharingan)? Naruto can't even throw the rasenshuriken in base.The more realistic match up would be Base Sasuke versus Sage Mode Naruto.

No, not really. Considering Naruto was his equal in taijutsu and basic ninjutsu at the end of their VOTE fight, Naruto would beat him in base once you factor in the thousands of clones he can make.

Naruto in the Last is much stronger than Naruto from war arc, he didn't need RSM to beat Toneri. Naruto (19) in KSM is above war arc Naruto's BSM level. War Arc Naruto only had either Yang or Yin Kurama while Naruto in the last has full Kurama, Hashirama's cells, and 2 years of training to learn to use the Bijuu's power more effectively. Full Kurama not only has twice the chakra of Yin or Yang Kurama but his chakra is much more powerful as well. Hashirama cells increases his stamina and jutsu's power (Sasuke got Hashirama cells when Kabuto healed him).

So Naruto using KSM was all he needed plus Kurama left his body to go fight his own battle and Naruto doesn't have all of Kurama's chakra as he does in BM or RSM with Kurama not with him. As for why wouldn't he use his full power, plot deemed the move not end so fast. Other main characters do the same thing such as Yusuke from Yu yu hakusho, Goku from DBZ, and Luffy from One piece to name a few. They didn't use their full power when the lives of people they cared about was on the line unless they actually needed to. Naruto can use the other Bijuus in base, SM, KM, or BM; he only needed all 9 Bijuu chakras before he could use them; it's not dependent on RSM which is from Hagoromo Yang chakra.

Try watching The Last, Naruto's base is Kage level at the very least. His taijutsu is improved as well as his chakra control and skills. He was using FRS in base with 1 hand and throwing them no problem. To give you an idea of how much Naruto's taijutsu has improved, let me tell you the fact that Naruto easily took on puppets with pure taijutsu after we see Hinata's dad (high Jounin) and his 2 guards get beat by the same puppets and Naruto didn't use shadow clones to fight until he use some to fight so he can chase after Hinata. Mind you, Lee stated gentle fist is Konoha's strongest taijutsu style yet Hinata's dad who has the Byakugan, Konoha's strongest taijutsu style, and is high Jounin level couldn't.

Also Sasuke's base is no Sharingan, Base Naruto can fight 3T Sasuke. Seems you forgot that Naruto has Hashirama cells which improve his stamina and jutsus power (Sasuke had Hashirama cells when Kabuto healed him in war arc). Plus Naruto has the largest growth rate due to him being able to summon large shadow clones and training with them to gain months-years of training in a day. He can literally make 365 clones to train a day and get a year training in a day. So Naruto improving his taijutsu, chakra control, weapon usage, Bijuus abilities, and RSM powers can all be improved or mastered at a faster rate than the majority of ninjas.

Learn to read, you damn fool.
1. Base Sasuke means Sasuke without Sharingan.
2. Sasuke doesn't have that big arsenal in his base form.
Superior battle skills? How so ? They are both equal in taijutsu, Sasuke has only a slight advantage on intelligence and speed. Cause Naruto is a fighting genius, same as Goku in DBZ.

3. Rasen Shuriken can vary from close range to long.
4. Base Sasuke has only a few long range techniques, so that wouldn't matter that much. Naruto also has a nice strategy with his clones.

Since base Sasuke has no Sharingan, his reflexes ain't that unbeatable. And Naruto is able to throw Rasen Shuriken in base.
