Base saauke is already stronger than base Naruto, Sasuke's only downfall would probably come from the drain the rinnegan has or at least his rinnegan has, and his spamming of chakra taxing techniques. Other than that, he pretty much has a massive enough arsenal to counter naruto's moves and deal heavy damage. Without the tail beast chakra to even make RSM, it's a stomp. With the beasts at full power against a mastered rinnegan sasuke, it's hard to say since in terms of raw power Naruto is obviously stronger but in terms of skill sasuke is superior, it takes more than just power to win a fight.

How is base Sasuke stronger than base Naruto ? I doubt it. Rasen Shuriken with some clones are still quite amazing.

RSM doesn't need Tailed Beast aside from Kurama.
