Accutrone ,someone far weaker than Jugo was fighting on par with Kyoraku and even managed to wound his eye. Kyoraku clearly admitted that he can't beat him without bankai. At best Kyoraku with Bankai is a bit stronger than Low ranked Quincy. He's somewhere b/w elites and low ranked quincy. Members of 0 division were portrayed to be stronger than Kyoraku. Bach's elite solders are stronger than 0 division members (Except Ichibi) and Jugo is stronger than them. Still you think Kyoraku can take on Jugo? This is how it goes according to what we have seen till now. Jugo > Elites > 0 Division members > Kyoraku with bankai > Low ranked quincy.
Shunsui said he'd probably need bankai, he made no attempt to fight back anyway. Plus hes the type of guy who doesnt wanna make people feel bad so he tries to prevent hurting anyones pride and is prone to saying something like "oh your tough ill probably need my bankai for you" And your leaving out the concept that kubo has a hugely hyped up character with a huge following that needs a big fight and like i said itll start out shunsui and Kushiro til jushiro dies. Levels means nothing in bleach or manga for that matter, rankings are there to give the reader anxiety and doubt thats literally all.
Experience means nothing in the world of Bleach. Look at Ichigo and what he has accomplished. Aizen wasn't toying with Isshin, What he did against Ichigo is what you should consider as toying. It doesn't matter if he was at his limit, the thing is that Aizen in base can easily overwhelm any captain where as he failed to do that against base Isshin. He's the father of Ichigo means that he's the Origin of Ichigo's shinigami powers. You shouldn't underestimate someone like him.
Isshin had a huge advantage of not seeing his zanpakuto which is aizen's power move, while hes still very powerful without any captain would give him a run for his money if they weren't hypnotized. Isshin being ichigos root to being a shinigami isnt even a point worth making. Literally any soul reaper could have been his father or mother for that matter as long as ichigo had a connection to seireitei this whole story is possible.
It wasn't child's play, Stark fought on par with 4 captain level fighters at the same time. He forced Kyoraku to use bankai, no need to mention that Stark has no intention of seriously fighting either.
Stark fought fodder captains come on now. Thats the type of point that sounds good and sounds like a compelling argument but in reality its empty. he fought fodder who havent accomplished anything but getting there asses kicked. And he only used shikai and made it look easy from that point on.
It's because he knew the true motives of Ishida, Ishida'll obviously try to kill Bach and Jugo might end up getting in his way.
