Shukaku was the first bijuu to be seen in a fight so Kishimoto was still in the developing stage. Plus the more tails, the more power. But he is the most unique so he's my favorite

Every bijuu besides Shukaku has showcased v1 and v2, I don't see why Shukaku wouldn't be capable of converting his chakra into a cloak like the rest of the bijuu. Even if he can't do this though, my point still stands, v1 and v2 have nothing to do with the amount of tails a user has out.

I personally believe Jin Gaara without the v1 and v2 cloaks is still pretty powerful.
