Technically they can but Sasuke doesn't need borrowed power ups like Naruto. Even if they are more forced than borrowed.

So he just depends on given or taken power such as CM, Orochimaru drugs, Orochimaru sealed in him, Itachi's eyes, Chakra cloak Naruto have him, Sage's Yin power which gave him the Rinnegan, Hashirama chakra and jutsu that Hashirama gave him to use on Madara, Hashirama DNA that Kabuti used to revive Sasuke.

Bijuus aren't borrowed power, to borrow means you intent to return but chakra gets used up so it's given power. Naruto use Yang Kurama, Yin Kurama, other 8 Bijuus, Sage Yang chakra, and you can add natural energy but that's free energy so it's whatever.
