Of course he should've. He definitely was stronger, because his arsenal didn't revolve only around massive offensive jutsu and chakra balls. Sasuke really had a lot of utility moves that would've given him a win, but of course for the sake of happy ending, Kishimoto had to make them them go for mega explosions and shit.

He could have, but I dont see the point of him winning at a narrative standpoint. If he were to win, what does it implicate for the ninja world. Did Kishi really have a path onto writing that revolution plot? I also did want to see how Sasuke's revolution would play off and how Naruto's Hokage would ripen into a deeper level. Sometimes, I think that ending it in 700 feels like a random Oc rush.
