Naruto is a sage higher than a kage. They should've promoted him but didn't however, he doesn't need it. As of right niw, no alive kage can hold a candle to him. So he's better off as a sage.
I'm pretty sure that there was mention of him holding off the 15 oto shinobi. But even then, if it was just taking into the account the results of the exams. Shikamaru still shouldn't have gotten promoted. He used his jutsu like twice, and then gave up after holding Temari for like a minute. If his chakra reserves were really that pitiful, then he would never have survived out on missions as a chunin.

Actually your wrong. The reason he was promoted was solely because of the match. it was noted that when or lose you could be promoted based on your ability to be tactful and lead a team. Because he tactically got her caught in his jutsu he was deemed ready to be a chuunin. It was noted by kakashi that if shikamaru would have been in coand of a platoon, temari would have been dispatched the moment she was caught in the jutsu, so chakra reserves and him giving up were not even a factor. being a chuunin is about leadership not about how strong you are physically
Again, that's not exactly accurate. What if he got separated from the team? The ability to lead a team is important, but strength is also needed, or else he wouldn't last on these missions. Shikamaru has the intelligence to lead a team easily, but he doesn't have the strength needed for backup incase the plans go awry.
You just said he has the intelligence to lead a team. that is why he was chosen to be chuunin. that was the only requirement to becomming chuunin. you think that you should rank up based on brute strength. but thats not the case. It has nothing to do with chakra levels or how many jutsu you have. This is stated all over the manga. the key to becomming chuunin was all mental. all chuunin do is guide other ninja. they are not required to be strong. thats why shikimaru was the only one who made it in the first place. the manga is very clear that being a chuunin was all about mindset rather than skill set
The reason why Naruto never became a Chunnin isn't because he doesn't deserve it, or that he wasn't strong enough (even the first time around). It's because he hadn't passed the Chunnin exam in the first place to prove that he was capable of being a leader. The reason he still isn't, is because he hasn't taken the exam again (most likely).
If that's true, then Chunin is technically worse than Genin. Atleast to become Genin you need to prove your strength. Which is again why I'm calling shenanigans. If it was only weaklings like Shika that could get promoted, there wouldn't be any chunin.
But again, I'm not really gonna leave it be at that. We've only seen the one Chunin Exam. We got the reasons why Shikamaru was promoted, but nobody else. Hinata hardly qualifies as being able to lead a team, her confidence issues would screw her over. And Kiba is nearly as stupid and brash as Naruto. And then let's not forget Lee, he isn't exactly the sharpest tool out there.
If it was only intelligence needed, then I doubt they would have passed. Well Hinata could, but again she does't exactly possess the traits needed to lead a team.
