Me honestly? I believe he should have. After the return of Tsunade he was quite easily at the level needed for most Chunin to battle at, which is relevant because that was when the promotions took place. With the Rasengan and Toad Summoning contract, I doubt many Chunin ninja could stand up to a Rasengan to the face or the summoning of Gamabunta, Gamahiro or Gamaken.
Shikamaru, I honestly don't think deserved the Chunin promotion. I mean, his strategy was great against Temari and he basically held off 15 oto nin long enough for his comrades to escape. But realistically, his chakra reserves at this point were pathetic. And he only had 1 Jutsu when he got promoted outside of the academy 3.
Naruto may not have played it very smart for the most part, but he did beat Neji and then go on to smash Gaara and then the Ichibi. I don't care what anybody says, the very fact that he fought off a freaking Bijuu - albeit the weakest one - should have been enough to get him a promotion to special Jonin. Yet Naruto doesn't even get to be a Chunin?
