I have to let you know that C-rank water vs B-rank fire doesn't always end in a stalemate. In the example Khallil gave, the fire jutsu is very small in comparison to the size of the water. Thus the water would actually overpower the fire technique in that case.
Starting off with A-ranks! ^^ First, perform the Ox, Rabbit, Monkey, Dragon, Rat, Bird, Ox, Snake, Dog, Tiger, and Monkey handseals. Then gather concentrated lightning in your palm. Mark performs the Ox, Rabbit, Monkey, Dragon, Rat, Bird, Ox, Snake, Dog, Tiger, and Monkey handseals while aiming his right hand to Knee height. He Molds Physical and Spiritual Energy into chakra that he sends towards his right hand. He then Starts to concentrate. he molds the pure chakra into an lightning affinity.
Slowly Lightning sparks appear around Mark's palm. Within Seconds an Blue lightning field surrounds Mark's palm.
As the sound of chirping birds is simulated, Mark dashes forwards. He Pierces the Rin Transformed pain straight trough the right part of the chest(Heart area).

Jutsu 1:
Shisui Swiftly manipulates his spiritual and physical energy, forming chakra.
He then sends the chakra towards his right hand, as he starts to change the chakra into a lightning affinity.
As tiny lightningbolts spring off of his skin. He Swiftly concentrates it and changes the lightning chakra into Numerous lightning bolts, Aimed at the 3 pains' chakra points, Capable of Swiftly deactivating them, making them vulnerable for shisui to swiftly kill the pains without them being able to fight back.
Q: In the anime, This could be used to deactivate chakra points, I suppose that isn't allowed in the rp?

Once you have pierced your target, you can further manipulate the blade to split into multiple blades and cause more damage. Find your next victim.

I start manipulating physical and spiritual energy into raw chakra, I send that towards my hand.
