Since she has refine chakra comtrol.
mei has to weave handseals,and there is a time period for her to build up chakra and release it, as seen when faced against Madaras Fire.

Shizune didn't weave hand seals and her attack was instant

Yeah. Her handseal speed was shown against Madara, when she used suitons in quick succession. Definitely better than Shizune.

I get your point but I'd say Mei can execute her jutsu faster than Shizune for the following reasons.

. While the wall of water was still in midair and before gravity could do its work to bring it down, she executed another set of hand seals to transform the water wall into a water dragon. The water dragon ended up hitting Madara's susanoo despite it getting smashed away by Tsunade a sequence of events ago which would have been sent far away had it not been for Mei's fast jutsu execution.

I don't know, Mei seems to have to build up her jutsu, and if it's a minor squirt shizune can dodge it.
