Minato would do what Danzo did before Shisui knew what happened but to both of Shisui's eyes. He was Jounin level like Itachi at that time and Minato was fighting both A and Bee when he was alive (2 Kage level ninjas>Jounin level ninja).

Minato was dead at that point and Minato was said to be the fastest then A after him so Shisui is still not on top on speed and he never had the chance to train and get faster since he killed himself but then again Minato never made his prime either.

Just because it was mistaken doesn't mean it was better or equal. During the war the enemy had a "run on sight" order if any of them saw Minato. A even said that he was the fastest man alive so please tell me how do you factor that.
