Thing is Kagami is weak compared to Shisui & I doubt he can hold his own against Minato. Shisui however could effortlessly.

Well we don't know that he's weak per se... we just know a lot less about him than Shisui. Thing is, usually Kishi hypes up a character before something important happens involving them... following this pattern, Shisui is more likely to be Tobi... but... I only think it's Kagami because I've only looked into Kagami not really Shisui as much... >.>

Shisui's name has been brought up nonstop lately it kinda gives it away, however at the same time it sheds some light on the backround of Tobi's character, it's telling you he was Good, he was Itachi's best friend & he trained him, it is letting you know his & Naruto's heart were very similar.. Itachi said Naruto has something more important than Shisui's eyes & That's his heart. Itachi also said that he will become like Madara if he forgets his Friends & the reason he must become Hokage & save the ninja world. I think this was a hint that Shisui had a good heart but became evil (Became Tobi). He taught itachi Sacrafice and it seems as if now he wants the world to Sacrafice there will with the moons eye plan.
If it's Shisui which more than likely it is, It would be epic because It wont just be Ohh hey Its kagami he did this because ( Sucks ) Ohh it was a zetsu clone (Lamest ish I ever heard ) Ohh it was Obito ( He was a kid but he aged 20 years in 1 year Yeah right ) If it's Shisui than Kishi can go into detail about How the Hidden Leaf had him spy on Itachi & his Clan, it will reveal more about the Uchiha Clan & why Shisui turned on the Leaf. Why he gave up his eyes to obtain new ones, also it will shed light on why & how he knew about naruto's birth & attempted to take Naruto while he was still a baby.
I think shisui (Tobi) knew that Naruto was the new Sage Of The Six Paths and attempting to get rid of him , he knew the day he would be born. But one thing Tobi Failed at was Underestimating Minato's Power ( The 4th was in a million places at once & gave his life for his Son who will save the world so Minato actually lost his life for the Ninja World making him the child of the prophecy as well )...
At the end of the day, it's a more powerful story if Tobi is Shisui because that means it will capture the emotions of the readers even more once they find out why Shisui became the way he did & also it will reveal the truth about the Uchiha clan ( And it would force kishi to show what happened to the Uchiha clan )
I don't think itachi killed his clan ( I think Shisui made him believe he did ) We will see it's truly exciting.

interesting theory. i really do like it. it has a couple flaws though:
1. tobi went to release the kyuubi on konoha...even before the uchiha masacre. he didnt go there to kill naruto - knowing/predicting he would become someone great or a big problem for him in the future. if he knew that, im sure he would have killed him at that instant lol and could have released the kyuubi at another time.
2. why did shusui give his eye to itachi?
i really like the part about shusui controlling itachi with his MS technique to kill off all the uchiha (just realized you didnt say that, but its close enough
)...this would be mean that itachi didnt actually kill the uchiha's and tobi (shusui) was behind it all along and essentially lied to sasuke about the way he manipulated things. we saw tobi controlling the old mizukage, when he revealed himself to kisame (the fish guy). i havent thought of an explanation of how tobi could control him and was skeptical that it was shusui. we have only been shown shusui being able to control another person with the MS technique. we even have the interaction between danzou/shusui in the past of when one of his eyes was stolen.the only thing that prevented me from thinking tobi wasnt shusui was the fact that itachi claimed him to be a good guy and that shusui and naruto shared the same ideals...but with you mention shusui controlling itachi (by brainwashing him), it might explain a few things - but still leave some other questions unanswered.
so now im guessing the toss up is between shusui and izuna. however, izuna is still my top choice for the person behind the mask of "tobi".

see how tobi's hand was cut and it shows "white stuff"...could this mean tobi is madara within zetsu's clone/body (that some people think)? i dont know... so many things possible. just a few more hours and i hope we get to see sasuke or tobi doing something other than just in the "woods" or wherever the hell they are. xd

Just like tobi magically gained 100 eyes in his hide out. Or how about all of the eyes in Danzo's arm? It seems as if eyes are not hard to come by. That being said shk1020 you're starting to get the idea
..It still isn't known how danzo came across Shisui's eye (It wasn't his body) and if the leaf ninja saw a body it was more than likely a Zetsu body imitating Shisui's!

UUhh,..yeah.. Shisui, who, by the way, lost an eye to Danzou, who, just as a detail, gave his remaining eye to Itachi. Shisui, who just as a blibliographical sort of quote and info to some, threw himself into a river, and was later found by other Uchihas, dead.

The most powerful Uchiha at that time besides Madara throwing himself into the water and giving away his eyes doesn't sound dumb to you? That's like saying Madara gave his eyes and jumped in a river (DUDE GET REAL!)
Tobi controls the 4th Mizukage = Shisui Technique
Shisui's body found by the leaf ninja but can't be located by kabuto = Zetsu clone in the water to fool the leaf ninja.
The Anubu told Shisui to keep an eye on Itachi = He did literally by giving him his eye (For reasons still unknown)
Shisui trained Itachi and was much older than him & his best friend (Not a child because during the time Tobi attacked the village Saskue was a baby and Itachi was holding him telling him it would be okay Saskue)
If Tobi isn't Shisui than whats the point bringing up Shisui nonstop in the latest manga's? lastly!!
IF KABUTO CAN LOCATE UCHIHA MADARA'S BODY BUT NOT SHISUI'S THAT TELLS YOU ONE THING!! THAT SHISUI IS ALIVE WALKING THE NARUTO EARTH AS TOBI END OF STORY. Now that being said, it is going to be epic how they explain the story leading up to Tobi (Shisui) Vanishing
when you said that about kabuto not being able to find shusui's body...lol another problem arises. kabuto was speaking "TO" tobi about not being able to find shusui's body. assuming kabuto and madara both know who tobi actually is, why would he (kabuto) even bother explaining to tobi that he could not find his body if he is right in front of him.

so i am guessing that cancels this theory unless i missed something bigger...by which it would mean that kabuto doesnt actually know tobi's true identity. he just knows / assumes tobi isnt madara because kabuto has madara's real body. but in the last chapter, it looked as if kabuto knew who tobi actually was (and he even said showed signs of knowing tobi's identity here:
