What this cat said. Without knowing exactly what Shisui's abilities are its quite difficult to speculate. All we really know is that he used the body flicker tech extremely well and his eyes were deemed the best out of his entire clan. We all know that Itachi is da sh*t, if you like him or not, so yeah, its a tie!

While we don't know much about Shisui, I think Shisui SHOULD take this. As long as he is able to use toko amatsukami, he can one-shot Itachi. He just needs to give him the command, kill yourself and Itachi would. Remember how edo Itachi followed the order of Shisui's genjutsu and Itachi is convinced that Sasuke with EMS would have followed the order of Shisui's genjutsu as well

Shihsui is only better in genjutsu then itachi.
Konoha chose itachi as a spy becasue he was the strongest of his time.
and not shishui
Shishui would be close to itachi's strength but will not beath him only in genjutsu.
taijutsu and ninjutsu will go for itachi.
