He was just a 2-minute created character to fill itachi,s best friend spot.
He wasnt created to play a huge role like itachi, madara, sasuke, etc...

But he'd an ms with the world strongest genjutsu. He had to be pretty badass. He had to be strong if he was a close friend of itachi. But ur right he didn't get any shine in the manga jus a few mentions. I wish he played a role in the series

it requires to have two MS that's why kakashi doesn't have susano
shisui might have had it but using koto-amatsukami makes the ms fade away so he couldn't use susano that much
