Do you think Shisui had the first hokage's cells when using kotoamatsukami. I don't see how shisui could become famous for a jutsu one could only use every 10 years. Shisui was a young man I am guessing early 20's as he and itachi were friends. Itachi also knew that using the first hokage's cells shortened the process. Maybe because shisui was the first to use this method. Because if not shisui could have only used it once. Twice if you want to be optimistic and figure he developed MS at a young age.

No he didn't have Hasirama's cells. Kotoamatsukami was his own MS ability.

I don't even think Shisui would like having the Hokage's cells within him. So he'd disagree to the offer.

He didn't need them, it was his own ability.

So did it take ten years for him to use again.

I think what the OP meant to say was how did shusui become renowed for kotoamatsuki which he prob only used twice during his life span. :)

No, he could use it several times a day I think, because his body and whatever else supported the technique and it was his own jutsu.

After the technique is used, it requires around a decade before it can be used again, but this period can be drastically reduced through the possession of Hashirama Senju's cells, as observed by Danzō Shimura's use.[2] However, despite the additional stamina granted by Hashirama's cells, it is asserted that this technique still can't be used multiple times in a single day.[3]

I wondered this as well.

Why would Tobi even want Shisui's eye, if it's a tech that he can't even use multiple times? The Hashi-charka/dna would drastically reduce the time it would take for it to become active again, but even still, it seems like it'd be a fairly useless tech for tobi.

Was tobi planning to use Kotoamatsukami as part of Moon's Eye?

I've been curious about this as well. I wish it was clarified whether the 10-year recharge still applied when the eye was in the live body.

I want to believe that Loome was correct in that it takes less time for Shisui himself to recharge it using his living chakra.

But either way I don't see how that reduced the usefulness of the eye to Itachi. Maybe he wouldve had to plan really hard to get the most bang-for-buck, but he always intended to use it to trick Sasuke into protecting the leaf village again.
