Well, at night when everyone is sleeping, Shisui could have used Koto on Gai and make him go 8th gate on all of Konoha. Gai is more than capable because in 8th Gate he is at least Juubi Jin level.

Might Gai would be Shisui's Trump Card!!!

Then the Uchiha would take out the survivors if there are any.

Worst comes to worse, Shisui could use his other Koto on Hiruzen to prevent any potential RDS as a counter to Gai's nearly infinite strength.

This plan is full proof.

Itachi saw Gai's power, he could have easily let Shisui in on the secret. It's not as farfetched as you may think it is.

There, non Uchiha Konoha members eliminated and hence no civil war=> No other nations invading.

Peace achieved.


Of course this whole thing assumes that Itachi and Shisui would have the mindset to do this. If if they did, wow, Konoha soloed, just like that.

The battle with Madara while Gai went 8 gates only lasted like 30 seconds anyways, and Gais chakra had already been drained. No matter how strong 8 gates Gai is, he couldn't have taken a village out in 30 seconds, not even in 5 minutes for that matter.

Actually, he saw Gai fight before Shisui fought Danzo. So if they collaborated before that, along with the rest of the Uchiha clan, this would have been a cakewalk.

That is also Loyality. Konoha would be protected from an invasion from other countries if a civil war is prevented.

When did Itachi, and Shisui see Gai open up any Gates before Sisuis death? Show the scans. Even if they did, they still couldn't know exactly how strong the 8th gate is. There's a big leap from 7th to 8th gate. Gai in 7 gates could barely fight Jinchuriki Madara, while 8th gates Gai destroyed him. So in their minds 8th gates was still only hype. Once again 8th gates Gai only lasted 30 seconds against Madara till his chakra was drained, and that's not enough time to take out the whole village of Konoha either. No matter how you look at this Itachi, nor Shisui would've ever considered this idea. Mainly because they felt that the Uchiha were in the wrong to begin with, and secondly even if they were on the Uchiha's side they wouldn't have done for the reasons I've listed above. They would've been smarter than that and would've thought of a better way to go about this.

It was in the anime. But I'm sure you know that Itachi backed out immediately upon seeing Gai, even though he soloed Kakashi like it was nothing. That should have told us that Itachi knew something that the readers didn't.

Your described scenario wouldn't work, as soon as someone was killed by Gai or Hiruzen or whoever you wanted Shisui to mind control, word would have gotten out through someone. Civil war would have broke out in your scenario, it would be a domino effect, someone dies, friends/family of that person would want revenge for taking a loved one until all shinobi were killed. Then you're left with a defenseless village which would be destroyed by a neighboring country, that's not loyalty.
