Your described scenario wouldn't work, as soon as someone was killed by Gai or Hiruzen or whoever you wanted Shisui to mind control, word would have gotten out through someone. Civil war would have broke out in your scenario, it would be a domino effect, someone dies, friends/family of that person would want revenge for taking a loved one until all shinobi were killed. Then you're left with a defenseless village which would be destroyed by a neighboring country, that's not loyalty.

No because 8th Gate Gai is so fast, he would speed blitz everyone in Konoha and end it in less than 20 seconds.

It would be much faster and efficient than Itachi's Massacre of the Uchihas.

There won't be any backlash if Gai solos everyone and everyone's friend.

Gai can solo anyone. So of course Shisui would be wise to control him.

But that 1/10 would be of much higher quality.

A few skilled Uchiha are more valuable than a sea of fodders.

Either way, to protect peace, someone has to go. The Uchiha or the rest of the village. It really doesn't matter as long as peace is protected. Konoha beat them to the punch, thats all. Theres no real right or wrong about which side gets to stay.

Theres a difference between destructive power and battle power. For example Itachi>Deidara yet Itaci cant destroy a village but deidara can. You plan is stupid since 8thgate barely has anytime to go through a whole village as big as Konoha and after 2 elephants and 1moth guy was unable to move and dying.

He could speed blitz everyone in the whole village. He'll just zig zag through every square inch of Konoha. He is that fast. No need for Night Elephant.

To a fodder's perspective, he is so fast, he might as well be everywhere at once.

But I'm serious. Shisui could create peace instantly by using Gai. Gai at the time was the most powerful entity in Konoha, even more powerful than Kurama.
