True to life, many others have picked out on Tobirama. This is because:

- Created many powerful, advanced techniques.
- Pretty much made the village and it's infrastructure, even before his tenure as Hokage.
- Is extremely knowledgeable of the shinobi world.
- Deducts the mechanics of techniques and can pinpoint the specifics of them with limited information.
- Comes up with strategies and can adjust his own style to work well with many other people.
- Is both extremely acute and astute.
- During his lifetime, managed to balance peace and safety within the village and with other villages overall, using his intellect. Something which his successors failed in doing, but that was primarily Danzo's doing anyway.

Orochimaru created a village and genetically altered shinobi to give them jutsu. this > than all that


Also he did not make the village peaceful and safe, if I'm not mistaken tobirama put the uchiha clan on the outside of the village to watch them and made them the police force because people hate the police, also his isolating of the uchiha clan lead to the uchiha's later extinction...how's that for peace.

So you're telling me that a village that has produced shinobi like Kakashi, the K11, the Sannin, Sakumo etc and has stood for decades and survived various assaults is not as good as a little village whose best shinobi were Team Dosu? And Oto didn't even last, it's faded into nothing. And most of Orochimaru's experiments were failures or just not notable.

During Tobirama's lifetime, there were no threats of civil war or between nations; he kept the village stable and prosperous. As it was said in the manga, Tobirama tried to redirect their hate into something which would benefit both the Uchiha and the village - it was either that or kill them outright. And Tobirama could have done the latter, he knew that there were silent followers of Madara's will but chose to try and protect their legacy and status in the shinobi world.

Tobirama chose the best option and it worked, he's already stated that they did a lot for the village and were devoted. It was Danzo who put the spanner in and ruined Tobirama's efforts. Hiruzen admitted that he let Danzo take control over those matters so you could put some of the blame on him, but in all honesty, I think he would have gone ahead anyway, with or without Hiruzen's say-so.

I say this because of not only his high intellectual ability during battle to fool the enemy, as he is always one step ahead, but especially his plans. One of these was when he triggered the amaterasu to go off as soon as Sasuke saw Obito's sharingan, to prevent Sasuke from knowing the truth (keep in mind he did this literally in the seconds prior to his death). His other plan was when he implanted the crow with Shisui's eye inside Naruto to trigger as soon as Naruto saw Sasuke with Itachi's eyes because Itachi knew Sasuke would take his eyes for the Eternal Mangekyou Sharingan, and this would brainwash Sasuke into protecting Konoha. Although both these plans failed, they were extremely well-thought out and very unlucky to fail.

also wrong. itachi didnt KNOW sauske would get EMS, because he also said the KA plan was a last resort and hoped itd never be used. that or itachi was straight up lying to naruto.

Itachi is clearly the most brilliant in battle and out of battle. Everything he does is analyze

other way around. hes one od the dumbest out of batlte, and is partly responsible for the war starting in the first place.

no one praised itachi for his brilliance because he was actually being brilliant lol.

itachi didnt come up with a way to defeat CT, for all he knew, their attacks were gonna bounce right off CT. all he said was "derp attack it cos its sucking us in". thats not intelligence.
itachi didnt come up with any counters for DSM kabuto. all he thought was "damn my hax doesnt work. ok let me try more hax". thats not "coming up with a strategy". thats brutally overpowering someone
