Well I really wanted everyone else's input on this. I was just wondering who people thought were the smartest shinobi. I am basing this off of the way they used their mind during battle, while making plans/schemes, and just while on general missions (like spying for example). I wanted to know who other people thought were the shinobi who most effectively used their brain to employ intelligent strategies to complete their goal. Here is my list.
1. Itachi - I say this because of not only his high intellectual ability during battle to fool the enemy, as he is always one step ahead, but especially his plans. One of these was when he triggered the amaterasu to go off as soon as Sasuke saw Obito's sharingan, to prevent Sasuke from knowing the truth (keep in mind he did this literally in the seconds prior to his death). His other plan was when he implanted the crow with Shisui's eye inside Naruto to trigger as soon as Naruto saw Sasuke with Itachi's eyes because Itachi knew Sasuke would take his eyes for the Eternal Mangekyou Sharingan, and this would brainwash Sasuke into protecting Konoha. Although both these plans failed, they were extremely well-thought out and very unlucky to fail.
2. Kakashi - Mainly for his battles, he attacks with great thought and rarely makes a mistake while fighting. THe prime example was very early on in Naruto when he let himself get struck by Zabuza's blade in order to let his hounds sniff him out in the mist.
3. Minato - While we do not see much of him, he always uses the teleportation jutsu wisely, and he was especially smart in his battle with "Obito" as he throws his teleportation-marked kunai through Obito and then goes to it and lands the rasengan, I found this to be extremely cunniving and a well-thought out move.
4. Shikamaru- no explanation needed but in all his battles he uses his high intellect to out-think the opponent, from Temari to Tayuya to Hidan to the Sound Ninja 4 together. In all these battles he one primarily because he out-smarted the opponent
5. Shikaku - It is hard to defend him because we really do not see him battle, but his strategies during the ninja war show that he possessed a high intellect just like Shikamaru.
To clarify, I based this off of what we are able to see within Naruto, since we are not able to see all of their feats in battle I based my list off of what we were actually shown. Otherwise, if we were speaking about everything that must have happened in each of their life spans then Minato would probably be higher than Kakashi, and I would have to put Shikaku higher than Shikamaru, but because we didn't see everything else they did, I left the list as is.
