The fact that the distance is 10m and one is specialized in 1 hit combat while the other relies almost entirely on hiding and having his bugs attack the enemy makes believe that Tsunade takes it, especially if you add the other factors in.

Shino is my second favourite character,but he can't win this! He hasn't even shown anything in the war(except for the sphere,which was predictable and wasn't a surprise).
