Intel also favours Kankuro as he'll be expecting the bugs to eat the threads, preparing himself for that ocasion.
Shino can use a clone feint to trick Kankuro into attacking a bug clone. The moment the puppet makes contact with the clone, the bugs disperse and eat the chakra strings.
That's not going to work twice, not when Kankuro is aware of his bug clones and has 5 puppets on the battlefield.
Shino won't be able to get anywhere near him to pull off the same strategy w/o getting trapped or overwhelmed by Kankuro's puppets.
I still don't understand how Kankuro stops Shino's bugs from eating the chakra strings? Just because he knows they will do it doesn't mean he can stop it from happening.

If Kankuro w/ Crow is >/= Shino, then w/ Scorpion, Black Ant and Salamander (2x) he certainly wins.

The water shooters and flamethrowers have only two points of attack. They shoot out of the left and right palm of Scorpion. Shino's insects attack as an AoE method. That means that Kankuro can only use Scorpion to attack two targets with water or flames, while the insects can attack elsewhere.I just remembered that current Kankuro has his Sasori puppet. Shino had evaded every one of Kankuro's attacks, forcing him to use the smoke bomb. This was the only attack that actually succeeded in hitting Shino. Even when he was aware of Shino's attacks it didn't prevent him from playing into Shino's strategy. He knew of the clones, he knew that the female bugs are used for tracking and that the males can scent them. He knew that Shino tricks his opponents into a false trap. So stating that Kankuro will be expecting certain methods of attack is mute point.
So if we're using their original fight to determine who wins the rematch, I think Shino has the better chance.

Kankuro's more than likely to be the one overwhelmed if we're talking about numbers being an advantage. Shino's insects are small, numerous, can clone and can still block the joints of the puppets. One Sasori puppet with a fire canon that shoots only two burst of flames isn't going to stop the insects, which have an AoE method of attack.
Kankuro also has to concentrate on three things at the same time: his puppets (5 of them), Shino and the insects. A lot of insects.
