Shino's bugs will absorb his chakra and it's over and as much as I hate to say it the 3rd has nothing to counter those bugs... not to mention that Shino's feats are faaaaar more impressive... and this is coming from someone who doesn't even like him)

this makes Shino hokage level since Hiruzen is Hokage

I have a hard time believing Shino's bugs actually suck the chakra so fast that the enemy is instantly sucked dry. And bugs are tiny and light so even an old man as Hiruzen is could move around and finish off Shino.
And I can safely say that Hiruzen > Shino in taijutsu so his alive-eating-super-punch-bugs won't really work.
