2.) make the 1 seal that it requires

3.) forcefully exhale


and the cloud should then be at your disposal

there are a total of six dragon that travel at the core of the cloud, each can attack from a seprate direction so only circular water attacks can stop it. all directions include abov and below where possible, it can not travel in the ground
