It has been argued/said that Kaguya is the Demon God/Shinigami shown from the past manga issues, so while some say she was to powerful to be used as a common ninjutsu I say the Shinigami has many forms and is a ninjutsu.
Why?
She sacrificed herself somewhere during her life and became the Shinigami or possible the Shinigami would have been a technique in which she developed to defeat her enemies and that there would be different stages of it, as shown in the spoiler below a body is used to summon the Shinigami which could be a manifestation of her own spirit/aura the darker side. Naruto in beast mode was never a pretty site...
As show in Manga 618 there are many faces of the Shinigami seal in the house of the Uzumaki
And it doesn't just appear it must have a host body to be manifested so it's still a ninjutsu
OR
When Kaguya gave birth to her two sons... she lost some of her chakra and over the years she may have became crazed trying to get it back and then may have attacked her own sons and in the process they challenged their own mother in which the SO6P or his brother (who is still un-named) cursed her through some seal in which she became the Shinigami cursed to do the bidding of eating chakra when she is summoned.
But that is just a theory

Eating a forbidden fruit got to have some kind of side effect. Look at it a tree turns to a beast when it gets angry you eat a fruit? So what happens to a person who is filled with great power that wasn't meant to be hers...

Shinigami isn't death or grim reaper but a Seal which was created and is self reflective of Kaguya probably those who say it looks like a male well haven't seen an angry asian woman, have a look at naruto's mother Kushina when she gets angry "The Bloody Habanero".
Imagine an angry chakra crazed cursed version of that and boom Shinigami!

The Uzumaki could be descendants of the SO6P brother (would explain the source of long life since Senju body is from the SO6P).
The Uzumaki clan were the best hosts of the biju like Harishama wife so most probably she was the closest reincarnation of Kaguya
The Uzumaki clan knew many seals and the Biju seal which they taught others like the Senju and the forbidden ones are the Shinigami. So most likely the SO6P brother was a sealing master that was the key source of his power gained from his mother, since Hagoromo had Eyes & Body. But kinda sucks that Naruto is a nitwit at seals and his entire bloodline was masters of it.
