Yes, but he is not declared the number one enemy nor do they try to kill him immediately when they catch sight of him. When Sasuke had to fight against the Kages, he didn't have time to place traps. Why? Because he would have died if he had tried that. He was fighting for his life against those kages, I don't think it came up in him to think of setting up traps.

Yes and now he uses his strongest weapons to fight other opponents, nothing wrong with that. If he can win using MS and EMS, then why should he bother with setting up traps? It's the end result that counts in my opinion.

Well, he has been fighting against very strong opponents. A simple trap or kunai wouldn't have hurt them, so he had to bring out the big guns so to speak.

He's most likely the smartest character in naruto, one of the most cool also, kishi should have given him a lil power boost, not as much as sm naruto but at least a lil close, his shadows techs r awesome, if he found his element would be super cool too, most likely water or wind imo, but I would like to c him foghting more ogten, I know he's lazg but he should have a lil more power, just as others should, neji, lee, kiba, shino, hinata, etc.

He doesn't need a boost he's mainly a strategist hes perfectly fine the way he is

Shikamaru is a horrible character in terms of development and power. Naruto is better than him in every way, including intelligence which is pretty sad for a guy who's hyped for it and all he has going for him.

He will never reach SM Naruto's level unless he gets a ridiculous power boost at the end of the manga randomly. every other ninja will continues to outclass him

Maybe Kishimoto-sensei wants to speed up the fights with Sasuke? Or he just figures he can better focus on the abilities of the Sharingan than on traps that every ninja can place :shrug:
