Shichibukai don't have bounties, only former bounties. Considering Mihawk, Boa, Buggy and Kuma are still Shichibukai, their bounties aren't going to go up as they're not wanted persons. DD is already in Marine-custody, so he doesn't have a bounty anymore and Moria is officially dead, so he doesn't need one anymore either.

If they wanted to increase Jinbei's bounty, they most likely would have done it when they increased Luffy's one the last time. If you don't do much, your bounty is not going to change much. I reckon Crocodile's pre-Schichibukai bounty was increased when he escaped ID, but if he kept a low profile, I doubt the Marines made any drastic changes since.

Why would Moriah be so high?

Moriah's officially dead? I must have missed that part I just thought he was officially missing when did they confirm his death?

Moria's not dead
I said officially dead. In one of the last chapters before the time-skip Mihawk was reading a newspaper that stated Moria died during the War of the Summit, which freaked Perona out. Mihawk himself questioned the validity of the article and shortly after DD had a talk with an unidentified person (these days assumed to be someone of CP0) saying Moria just disappeared, however that doesn't take away that the WG official stance on this matter towards the outside world is that Moria died.

So it makes little sense that they're going to keep increasing a bounty of someone they officially acknowledged as being dead.

Would anyone get money? He was a warlord. And yes I am sakazuki just wanted to make a new account and actually not be a dick head to people
I would assume that's how bounties work or you mean because they get frozen as a Shichibukai? But if he's arrested and stripped of his title than I would assume the bounty becomes live at that moment again right?

Okay so basically by government standards and not literal. I'm sure it changed if the world govt. knows that he got away.
