i was wondering when someone tries to get a sharingan eye is it necessary for the sharingan to be activated or can it be activated and the new user like kakashi can somehow activted it again

mmm not sure i think if you take someones eye it mabey has to have at least the first lvl activated

If you are talking about a Non-Uchiha body getting a Sharingan, than it will be active and using up chakra, as far as we know, they (Non-Uchiha) cannot activate of deactivate a Sharingan.

no not tht i meant as in like for instance if sasuke dies right now without his the shringan active can somehow still get his sharingan eye even though his sharingan is not active

I think what he's trying to say is this:

When Kakashi got Obito's Sharingan it was activated. So the already activated Sharingan was transplanted into Kakashi.

He means if a non-activated Sharingan, for example if Sasuke died and his Sharingan deactivated, could the non-active Sharingan be implanted into someone else and could that person activate it

Yes, you could still get the sharingan, from a dead Uchiha. As far as we seen Tobi has a collection of Sharingan safe to say came from all the dead Uchihas on the night of the massacre. It's safe to assume, if you take the eye from a dead Uchiha, who has a deactivated Sharingan it will activates once taken out and put into someone else.
