As for the topic, I would assume Uchiha w/ Rinnegan awakened would be superior due to the likelihood of awakening the Mangekyo as well which would enable them to use Perfect Susano'o (at their best) with the Rinnegan being proof that their Chakra is more refined. Essentially, Uchihas Sharingan Users would have Perfect Susano'o (at their best) whereas Uchiha Rinnegan Users would have a Rikudou Enhanced Perfect Susano'o (at their best), so the Uchiha Rinnegan Users would likely win.

But There is nothing says that rinnegan chakra is rikudo chakra .the scan you added merely states that the rinnegan has so powerfull chakra .
The op obviously means that the rinnegan user can only use rinnegan abilities .
