One tomeo allows the user to perceive motions.

For example: if am fighting somebody and i active my sharingan and use i can see the enemy attack coming.

correct but this as a limit of speed, so if your opponent is to fast you cant see him(ex: Lee with 2nd gate), well this is while you have only 1 tomoe
also you can see thought d-rank genjutsu, see chakra and heat

well you might not have the speed but you can evade it using sharingan to do so, thats the objective of this training, to help you know how to use sharingan for tai/nin/genjutsu
