Disagree with Oro and Kabuto being as high as they are. Edo's are not like summonings since they are forced to do the summoners bidding whereas a normal summon is used through a blood contract. Move them down to their respective areas (Kabuto down one and Oro down to high kage since he has no feats currently) and move Madara, Hashirama and Naruto up to Demi-God. Nagato can probably qualify for that spot as well.

I like the list but I think by now Naruto should be in demi god list. one or two clones can take on multiple kages.

Look how the tiers are characterized though. Forget the name of the tier, just look at the group the character(s) is grouped in. Honestly imo I believe the rank are overrated.

Oro has the 4 greatest Kage of all time at his disposal and Kabuto has over 30 Edos, one of them being Madara. I don;t see your point about them being summonings or not.

S-Class /=/ Kage level. S-Class is very iffy, and does not deserve a rank. Pain is high Kage, but also S-class. Hidan is high jounin but is also S-class, along with Chiyo and whoever else I listed. On your Zabuza thread, you admitted he was high jounin, and he got 18 votes against S-class, with 13 for it.

Jiraiya is on another level than Tsunade.

Temari isn't well rounded enough to be low kage. yeah she has great fuuton, but other than that, she isn't that impressive.

Sakura maybe, does anyone else think Sakura is low kage?

If that were the case, Guy should be on the same tier, seeing as guy could easily do what he did in kamui dimension, along with the fact guy fought V2 jins too. Kakashi shouldn't be on any level about Akatsuki like kakuzu, or other jins. He shouldn't even be on the same tier as tsunade seeing as kishi has already canonically told us who's stronger by giving the Kage title to Jiraiya then Tsunade over kakashi...

Kabuto and Oro so high? wtf? They shouldn't have ET counted under their belt considering their ET's can effortlessly turn against them and they need massive concentration to use them... They can barely fight on their own while using ET. What will Kabuto do apart from die if madara turned on him? What would oro do if hashi turned on him...?

OT Nice list, I agree with Zabuza being low kage, don't listen to the others , But i must say that you overrate Hiruzen a little bit, i mean by feats he's low kage level. And Itachi should be one tier down, his chakra reserves are pitifull just like kakashi's, that's why he doesn't deserve to be on the same tier as Sasuke and Minato
