Because people prefer freedom rather than being forced to obey the laws of some random Uchiha's world. For all they know, the Infinite Tsukuyomi is simply a place where everyone is forced to obey Obito's every order, and frankly, if that's the way Obito wanted it to be, that's the way that world would work. Simply put, every human being would be at his complete mercy, and even while he may say otherwise, there's nothing preventing him from bending every human being to his will if he feels like it.
