We are talking about their strength. Nagato was at 70%-80% strength. I don't care if Kabuto doesn't how to use him, I care about how much power he has access to.

But would'nt Nagato being controlled contribute to his strength being lowered?

If Kabuto can take Nagato and use his ALL/MOST of his techniques = 70%-100% power.

If Kabuto can't use Nagato's six paths, then he's not at full power. We saw Kabuto using the summons, CT, Naraka Path, Deva Path, etc. So Nagato for the most part was full strength despite being controlled by Kabuto.

Now look at Orochimaru's ET. Hashirama was able to use mokuton and Tobirama was able to use suiton techniques. We can safely assume they were at 70%-80%, we didn't see their full power because Orochimaru wanted to play with Hiruzen. Even if they were at full power, Hiruzen still fodderizes them, because he was holding back. The only person he didn't hold back against, was Orochimaru, towards the end though. In the middle of the fight, he was holding back because of the 2 kage and constantly looking at Orochimaru as his student, but towards the end he went HAM. Then Hiruzen fodderized Hashirama, Tobirama, and Orochimaru's arms.
