Actually after seeing them in battle (well Houzuki Mizukage mostly) and we have seen enough of Muu that there is no way that the Mizukage could have killed Muu unless he either managed to catch him off guard, or blew himself up with that Joki Boi of his, with Muu at like point blank range, so saying that they are equals is a major long shot in itself :/
