*sits down* Lightning is basically just uncontrolled electricity. It can be used by ninja to attack the enemy. It's strong against earth and weak against wind.

well, ninja can force chakra into their hand until it's visible, that is considered as lightning. Also they can use their chakra to create lightning clones, make lightning bolts, electrify swords and other things. That's about it.
